Need a high gloss black chrome withiout oiling - Vendors [Canada]

I'm looking for vendors that have the capability of producing a conductive high gloss black topcoat on stainless steel without using oil. There are small orifices on the substrate that will become clogged during the standard oiling step that is used to produce the needed gloss.
