Should electroless nickel be uniformly shiny?

Hello all:
I'm having doubts about the shining of this finishing.
I'm working with electroless nickel plating ASM.
According to my drawing we require .0003~.0007" dip.
Standard AMS2404 [link is to spec at TechStreet].
I'm receiving parts from plater with shiny and low shine contrast.
Is it an requirement for it to be shiny?
Working in QC, I need to define this issue.

I don't understand totally the question.
Here is a response.
The surface should be uniformily shiny. If not, it means that the substrate is not correctly prepared, Or that process plating parameters are not the optimal.
