TDS Problem in RO plant [Pakistan]

I am working as a Assistant Operation Engineer in RCB Chemicals and Services which provide services for RO plants and water treatment of industries like for Boilers, Coolers and also waster water treatment plants.

Now my problem is that we have one RO plant in norhtern areas , it creates a problem. the permeate of first stage have low tds but in second stage TDS are increses so much rapidly. Membranes are recenly installed but we cant control the TDS of RO water. We also plant a Boster Pump on RO to control TDS proble but it also not control Problem Still large quantity of TDS are coming in RO water.

What the solution you wil suggest for this proble other than descaling of membranes.
