The best would be to get in touch with the electrophoretic chemical suppliers. They will in turn guide you on from whom to source the equipment. Almost all electroplating chemical suppliers also supply electrophoretic lacquer - Progressive, GW, Artek, Atotech are a few which come to the mind off hand.
