Can any deionizer remove or reduce the actual level of salt tds [Pakistan]

I want to know is there any deionizer which can reduce the TDS salt in water.

Don't the cheap ones just exchange the poorly soluable calcium salts for soluable sodium salt?? IE: water softeners. Ion exchange and reverse osmosis actually remove all or most of the metal salts.
