How do I turn Ammonium Chloride into a liquid solution?

It depends on how concentrated a solution you are looking for. You should have no problem dissolving several lbs per gallon of ammonium chloride in water if you do a lot of mixing.

Ammonium chloride is not an accelerant and I somewhat doubt if it will support combustion except in some unusual cases. So, what are you trying to do?
