Measure free fluoride ions concentration without adding any buffer or ph collecting solutions

Dear Sir,
We are developing fluoride ion measuring system , free acid and total acidity of the phosphating bath in painting shop of automobiles manufacturing plant. Free fluoride ions are required for better metal finishing having aluminium alloy in the metallic surface . This is usually done in acidic solution having pH between 3.5 and 3.6. Measurement of fluoride by specific ion electrode method requires the pH in the range of 5-8 for better metal finishing it is necessary to keep the pH of the bath solution between 3.4- 3.5 pH . SPE manufacturers advice measurement as stated above.

Generally people prefer to measure free fluoride ions concentration without adding any buffer or ph collecting solutions. We wish to know how it is done and where can we get the reference for it?
