How to depassivate stainless steel for nitrocarburizing

We have been trying to nitrido-carburize SS without success in a fluid bed furnace.We know we have to destroy the passive layer of oxide , we used a diluded solution of HCl and reducing atmosphere insidse the furnace prior to the process without suucces
Does anybody has a sugestion for de-passivation of SS.
