Need reliable plater for high-volume, high-tech parts plating

I am consulting for a medium/high volume manufacturer of electronics components. They have a series of components that are suffering in quality due to poor plating. One part is tungsten and one part is stainless. These need to be readily solderable.
Tungsten part currently has copper plate with tin on top for antioxidant, and the SS part currently has nickel plate with tin on top for antioxidant.
Current problem is that the tin surface is highly irregular (looks like silver granola) and draws solder all over the place. We need a nice finish to allow a better solder process to be implemented.
