Seeking article: "Brush Electrolytic Polishing" by Mazia [Oregon]

I'm looking for the following information or a way to find it. The reference comes from an old patent, and is quite sketchy, but I believe the author is Joseph Mazia. The title is "Brush Electrolytic Polishing and Electrolic Lapping", Frankfort Arsenal technical Report NO T1839. Any help would be appreciated...

Joe Mazia passed away recently, and was a prolific writer and the best man I ever knew. I know that he worked at Frankfort Arsenal during WW2, so this reference probably dates back to the late 1940's or early 1950's. Joe left me his books and his 20+ drawers of files, and it is possible (although unlikely) that a copy is around my office someplace--but realistically it could take days to find it if it is. But I'll do a cursory check through his 'brush plating' file and let you know.
