Chromium with Fluorine? and Chrome with 4% Silicone?

Gentlemen (or ladies),

I am a hard chrome plater and cater to the plastic injection mold industry. My customer has supplied me with an in-house specification for CRF. When I inquired as to what the specification was for, I was told it's chrome w/fluorine (Not Fluoride, but Fluorine). Could someone please give a general description of this coating? Could they be confusing this with a Fluoride catalyst hard chrome bath? Also, is chrome with 4% Silicone a wet chemistry or a PVD coating? Thank you for your assistance.
