Finishing steel in swimming pools

My company manufactures water park equipment. Our components are either stainless steel with an epoxy powder coat and HS Polane paint top coat, or carbon steel that has been galvanized and powder coated with an HS Polane paint top coat. I am looking towards our next generation finishing process, and am looking for some recommendations. In my experience, pool water is worse than salt water, due to the chlorine content (3-5 ppm). I am looking at new topcoats and sacrificial clear coats, but both are an improvement on the current process.

Does anyone have any thoughts on what the best coating processes would be for carbon and stainless steel that would offer superior performance to our current process? Some of the criteria I am looking at are: resistance to pool water and UV breakdown, toughness, and repeatability. We produce components all across the USA, and need something that can be found in major manufacturing centers around the country.
