Powder Coating over Yellow Zinc [Oregon]

What suggestions are there for effective powdercoating over yellow zinc.
We have issues outgasing?, adhesion?, Preclean of zinc?, Chromate adhesion?,
etc. We are a plating facility and one of our customers is putting in a large powder coat line.
