Adhesion testing of printed characters on anodize [California]

With regards to ASTM D 3363-00 Pencil Test. Is that test valid for testing adhesion of characters pad printed on an anodized metal surface? My impression is that the test is for a smooth painted surface only.

If there is a more preferred method for testing adhesion of characters printed on a surface, I'm all ears.
