Acid etching of 316 stainless steel for adhesive bonding [Texas]

Hello, I am trying to find the best method for etching .005 - .008 316 stainless steel for bonding. We have been using a sulfuric/oxalic acid mix, but can't seem to get the peel torque where it's supposed to be. Any help would be wonderful.
