Surface pitting of painted steel parts

Some carbon steel parts that we paint exhibit pits on the surface immediately after painting and drying. We are not sure if the pits (1/16" long, 0.002" to 0.004" deep) are initially in the steel(they are not visible on the parts prior to painting); or if they are being created during the treatment & painting process (iron phos coated and paint). We have been investigating original pitting on the steel surface without finding a cause, but now we think that it may be caused in the paint process. Is it possible that these pits could be caused during the pretreatment and paint process? What should we be looking at in this process to understand? Does anyone have experience with pitting during the treatment & paint process?
