Inexpensive coating on steel [Wisconsin]

Product is a 3" x 3" triangle cutting section with two thru holes. Qty is estimated at 20,000/week. Looking for a thin coating of a rust prohibitive coating, done in a color(preferably), on steel. Need cost at less than .03/pc. Coating needs to hold up to handling and assembly onto bars. Do not need to meet salt spray tests.
