Plating cobalt on titanium

I am currently trying to plate cobalt onto titanium from a sulphamate bath in order to carry out magnetic studies. I have been able to plate good quality deposits on a gold substrate but so far any deposits on titanium have been poor quality,(patchy and rough). Any advice would be appreciated. Do I need some pre-treat titanium before plating, for example?

Titanium is such a very active metal that it is exceptionally difficult to plate onto. ASM's Metals Handbook Volume 5 "Surface Engineering" includes some pretreatments you can try, although reports are that even these are marginal. But if the substrate doesn't HAVE to be titanium for your experiment, you'll find brass, copper, zinc, or aluminum much more satisfactory.
