Letter 27045

Why use AMS QQ P 35 for aerospace instead of ASTM A 967?

Due to the canceling of QQ P 35 two alternatives were given, does anyone know the reason for using AMS QQ-P-35C [link is to spec at TechStreet] for aerospace instead of ASTM A967 [link is to spec at TechStreet]-99? I guess what I'm asking is what is the difference between the two specs?
