REFINISHING AN OLD BRASS BAR

I am a hobbyist on a fixed income so I regularly buy items from flea markets and redo for my home. I recently bought an old metal/brass bar with 2 metal stools from the flea market and since the brass is tarnish and mostly worn off, I would like to know:

1) If I can put on a red or black lacquer finish
2) If I can put on a silver or other metal finish
3) What other finish do you recommend I can use that is not too comlicated for the amateur?

Since most finishes are for wood, I have unable to find any good solutions on HGTV.com or DIY.net. Your help is greatly appreciated.
