Removing nickel carbonate from EN surface

This is a question regarding post processing of EN film. We are finding subsequent processes appear to be degraded by the presence of nickel carbonate or bicarbonate (by Infra Red measurement and Surface Science Analysis). Can anyone tell us suggest a way to dissolve this? This is a NiP plated material, being used as a substrate for further metal evaporation. Ideally we would be able to dissolve the carbonate without eroding the EN finish.
