I've looked everywhere online to find the answer to this question. it seems that no one or site has the answer to it. My question is What makes up silver?

You haven't told us why this arouses your curiousity, or what grade you are in, Kathy, and it is usually difficult to answer a question when it has no context and when we have no idea what terms and concepts the person who asked the question will understand and won't understand.

There are about 100 materials that are not mixtures or compounds of anything else, but are the building block materials from which all other mixtures and compounds are made. These are called "the elements" and silver is one of them.
