Electrodeposition of Sb-Se thin films [India]

I am doing electrodeposition of Sb-Se thin films over ITO substrates. But the same thing can not be repeated using stainless steel substrates. I don't what would be the reason. Will adherence play a role? Some times I get the films coated with graphite which I have used as anode. Tell me your suggestions.
