Arcing issues in microwave ovens [Oregon]

I am a student at PCC in Oregon and have to right a report for a science class I am taking. I got an inspiration for my report when shopping at Home Depot and saw metal racks in several of the microwaves there. I always thought you could not have metal in the microwave come to find out you can. So why does metal arc sometimes and not others?
