Can CLR be painted over [Kentucky]

I have some shelving that has some surface rust on them. I can sand the flat surfaces, but corners and some areas are hard to get to. Can I use CLR [link is to product info at Drugstore.com] to neutralize the rust and paint over it with a oil base paint?

Just rinse it good, you don't want any acid residue leftover before you paint.
