Aluminum signs need to be non-conductive

I have a situation with regards to safety signage used by the railway industry. We manufacture signs using aluminum, but this is conductive and a new sign is required for use next to the live electrical rail line. Is there any way I can make this sign / aluminum non-conductive and ensure safe use.
