Polished mild steel

I am using steel tube to build a headboard. I would like to have a polished steel finish without swirls. I have tried a grinder with a cutting wheel (too abrasive) and a wire brush attachment (not clean enough) but neither have provided the result I want. This may be a simple question for most but I am new at this. If I can get the nice clean steel finish what should I use as a clear coat? Thanks for any help you can provide.
