Request for help fixing water problem

1. Had new concrete driveway installed.
2. When old asphalt was removed, seal was broken around the two sides of the garage (spare room) where the new concrete went.
3. Garage was enclosed - has brick two feet up in L-shape with sliding glass doors for the walls.
4. Water is now seeping into the room.
5. Carpet, pad, and tile taken up.
6. Room dried and dehumified -- but it rained again.
7. Water is seeping in on two sides where concrete was installed.
8. What do we do to correct the problem?
9. Insurance agent says insurance will pay only if lightning had put a hole in the roof and water had come in--so we must pay for any repairs.
