How to prevent rusting? [Malaysia]

I am studying the effect of the waterbased formula to the internal surface of aerosol. My question is: 1. what type of the lacquer that usually use to coat on the internal surface of the aerosol? 2. If there is a rusting happen in the internal surface of the aerosol, why? Is that because the lacquer used to coat the surface is not suitable? my waterbase formulation is neutral.
