Bonding rubber seal to phenolic based fiber glass surface

I am trying to glue a rubber(100% rubber) seal onto a lid for a container. This lid is made out of phenolic based fiber glass material. We have tried different glues, epoxies and other adhesives for rubber. However the rubber seal peels off from the lid. Can any one please advice me which glue, epoxy or adhesive I should be using? For that matter chemical composition of any known epoxies which will bond rubber to phenolic based fiber glass surface will help too. Please help.....
