Does carbon contamination harm the integrity of stainless steel piping

I am a piping inspector on a 6400 ton production platform. The piping contractors take very little time to protect stainless material. I need to know if carbon contamination is strictly a cosmetic problem or does it also become detrimental to the integrity of our piping. Austin L Marrs- Lipan, Texas |

Ed. note: Sorry that there has been no response to date, Mr. Marrs. We would expect that surface contamination should not cause deep penetration of rust, and haven't seen any deep penetration ourselves. But poor workmanship should be halted wherever it's visible, no?
