Powder Coating Plugging Hole  

I have a plate with a counterbored hole, that I would like to powder coat Black. I have found that the counterbore plugs up with the powder coat.

Do you have any suggestion as to how to achieve a corrosion resistant Black steel plate with counterbores that don't plug up?
