Dear Mr. Gopal:

I would say that it means to abrade the surface with a fiber manufactured by 3M called Scotch-Brite.

The fellow from Mexico is right. The proper name for this material and these synthetic fiber wheels and belts are referred to as non-woven. Scotch-brite is 3M trade name.
