Surface finish numbering system 

Regarding surface finish, (RMS), I believe that they are incremental; for instance a standard callout may be an 8RMS or a 16 RMS, a 32RMS, and a 125RMS.

My question is is an 8RMS better than a 16RMS by a certain percentage? How are these numbers calculated?
