Surface finish numbering system

Regarding surface finish, (RMS), I believe that they are incremental; for instance a standard callout may be an 8 RMS or a 16 RMS, a 32 RMS, and a 125 RMS.

My question is is an 8 RMS better than a 16 RMS by a certain percentage? How are these numbers calculated?
